In the June 2019 Utah State Board of Education (USBE) meeting, the decision was made to cancel its contract with end of level test provider Questar Assessment Inc. Questar had provided the technology platform for the state to administer the RISE assessment to students in grades 3-8 during the 2018-2019 school year. The USBE made the decision after the end of year testing window was filled with interruptions and other technology shortfalls with the Questar computer-adaptive test. Rather than risk continued interruptions, USBE is terminating what otherwise would have been a 10-year $44 million contract. USBE will pursue a short-term contract with an alternative provider with demonstrated capacity to deliver a statewide testing system for the 2019-2020 school. At the same-time, USBE will begin a request for proposal process to select a long-term provider.
