How will the General Obligation Bond effect taxes?

If the voters approve the General Obligation Bond on the November 2019 ballot, there will be 

NO INCREASE in property taxes. Revenues from the Voted Local Levy that was approved by voters in 2013 will be used to pay the debt incurred for the new Kanab Elementary School.
