Utah Schools Enrollment

Utah public K–12 school enrollment has continued its downward trajectory for the 2026–2027 academic year, driven by shifting state demographics and expanding school choice options, according to new data released by the Utah State Board of Education. Statewide enrollment dropped by 15,840 students, which is a 2.4 percent decrease from the 2025–2026 school year, bringing the total public school headcount to 640,471. The dip marks the largest single-year percentage decline the state has recorded since at least 2014. The figures were established following the annual October 1 headcount submitted by school districts across Utah, which serves as the critical baseline for determining state funding allocations. While Utah public school enrollment has seen a sustained decrease over the last three years, losing an estimated 18,339 students statewide since 2023, total enrollment remains roughly 4.6 percent higher than in 2014, when 612,088 students were enrolled.

Demographers and education policy experts attribute the state’s ongoing decline to a confluence of factors, including lower fertility rates, declining annual birth counts, slowing in migration to Utah, and a growing number of families opting for school choice alternatives. The statewide trend is mirrored closely in rural and local districts, including the Kane County School District, where total K–12 enrollment stood at 1,365 students as of October 1. That represents a drop of 61 students compared to the district’s October 1, 2022 enrollment figures. In our district, the sharpest local decline has occurred in the primary grades, specifically Kindergarten through 3rd grade. Because Utah’s state funding model ties revenue directly to per-pupil student counts, school districts statewide are reassessing staffing levels and future academic programming to align with shrinking student populations.

To manage the resulting budget shortfalls, the Kane County School District has addressed the issue through attrition and chosen not to fill 4.5 full-time positions left vacant by recent retirements.
